Worries mount in Badakhshan as terrorist groups expand their presence

BADAKHSHAN -- Terrorist elements have infiltrated parts of Badakhshan province over the past two years and, if not contained, could become a serious threat to the region and world, local residents and Afghan political analysts say.

"About 250–300 family members of the Islamic Movement of Uzbekistan (IMU), Jamaat Ansarullah (JA) of Taijikistan and the East Turkestan Islamic Movement (ETIM) fighters live in Jurm, Raghistan, Khwahan, Mahemai and Darwaz districts of Badakhshan province," said Samiullah Saqib, 55, a political analyst from Badakhshan who now lives in Iran because of security problems.

The majority of these fighters -- who are nationals of Tajikistan, Uzbekistan and Turkmenistan and Chinese Uyghurs with ties to al-Qaeda -- also hold Afghan passports and national IDs, he told Salaam Times.

"These foreign terrorist groups operate in the bordering districts," Saqib said. "A majority of them have ... married into Afghan families to strengthen their bases in Afghanistan."

Unless Afghanistan's leaders in co-operation with the international community contain them, these groups could use Afghan soil to attack other countries.

Terrorist groups including JA, ETIM and the "Islamic State of Iraq and Syria" Khorasan branch (ISIS-K) are active in the northern provinces, especially in Badakhshan, Kunduz, Takhar, Baghlan and Sar-e-Pul, said Col. (ret.) Noorullah Mohammadi, former commander of the former Afghan National Army's Quick Reaction Force unit in the northeastern zone based in Kunduz province.

"Based on my information, these groups have strengthened their finances and equipment over the past two years and are now engaging in regular activities," said Mohammadi, who has lived in Iran since 2021.

"The [pre-August 2021] security forces ... launched several operations to suppress these groups," he said. "Some of their members were arrested while others fled."

Taking advantage of the situation, "these groups are re-equipping and preparing for terrorist attacks," he added.

Growing concerns

Prior to August 2021, these foreign terrorist groups were active in the Khustak Valley of Jurm district, said Ghulam Sakhi Darbar, 46, a local resident. Now some of them have moved down from the valley and have settled in the district centers and cities.

"Families of most of these groups have moved to the center of Faizabad, Baharak and other bordering districts of Badakhshan as well as to Kaldar district of Balkh and Darqad district of Takhar provinces," he said. "They have come down from the Khustak Valley since they face no security threats and can move around freely."

Terrorist groups will always do their best to achieve their goals and make life difficult for peaceful civilians, said Abdul Bashir Maqsoudi, 28, a resident of Badakhshan province.

"These groups were active in different districts of the province in the past too. They were harassing the population and had turned their life into hell," he said.

"These groups not only used to oppress innocent residents but were also forcing residents to involuntarily migrate and leave their homes," he said. "Now it is the responsibility of the current government to suppress these groups."

Considering that Afghanistan has been involved in crisis and civil wars for nearly half a century and has been facing with two invasions from the East and the West, investing in terrorist groups continues openly and secretly. The main activities of terrorist groups are currently going on in Afghanistan and Pakistan, and soon we will see the expansion of these activities at the regional level and even beyond.

The presence of these terrorist groups is worrying not only for the people of Badakhshan, but also for the people of all over Afghanistan. If the international community would not destroy the centers of these terrorist groups, Afghanistan will once again become the center of international terrorism and civil wars, murders, suicide bombings and kidnappings will begin, which will continue to fall on the homeland.
